The State Department’s entire senior administrative team just resigned

Secretary of State Rex Tillerson’s job running the State Department just got considerably more difficult. The entire senior level of management officials resigned Wednesday, part of an ongoing mass exodus of senior foreign service officers who don’t want to stick around for the Trump era.

Tillerson was actually inside the State Department’s headquarters in Foggy Bottom on Wednesday, taking meetings and getting the lay of the land. I reported Wednesday morning that the Trump team was narrowing its search for his No. 2, and that it was looking to replace the State Department’s long-serving undersecretary for management, Patrick Kennedy. Kennedy, who has been in that job for nine years, was actively involved in the transition and was angling to keep that job under Tillerson, three State Department officials told me.

Then suddenly on Wednesday afternoon, Kennedy and three of his top officials resigned unexpectedly, four State Department officials confirmed. Assistant Secretary of State for Administration Joyce Anne Barr, Assistant Secretary of State for Consular Affairs Michele Bond and Ambassador Gentry O. Smith, director of the Office of Foreign Missions, followed him out the door. All are career foreign service officers who have served under both Republican and Democratic administrations.

Kennedy will retire from the foreign service at the end of the month, officials said. The other officials could be given assignments elsewhere in the foreign service.

In addition, Assistant Secretary of State for Diplomatic Security Gregory Starr retired Jan. 20, and the director of the Bureau of Overseas Building Operations, Lydia Muniz, departed the same day. That amounts to a near-complete housecleaning of all the senior officials that deal with managing the State Department, its overseas posts and its people.

“It’s the single biggest simultaneous departure of institutional memory that anyone can remember, and that’s incredibly difficult to replicate,” said David Wade, who served as State Department chief of staff under Secretary of State John Kerry. “Department expertise in security, management, administrative and consular positions in particular are very difficult to replicate and particularly difficult to find in the private sector.”


A new broom sweeps clean. The most expendable people in the bloated federal bureaucracy are the upper and middle management. The people at the bottom actually do the work. President Trump will never break the power of entrenched bureaucrats by firing janitors and clerks.

And just as I predicted, as soon as President Trump began making cuts the news media began screaming that each and every government employee is vital and irreplaceable.

I just wish that President Trump had brought them all into a meeting on live television and told them “You’re fired!

CNN:

Two senior administration officials said Thursday that the Trump administration told four top State Department management officials that their services were no longer needed as part of an effort to “clean house” at Foggy Bottom.

Patrick Kennedy, who served for nine years as the undersecretary for management, Assistant Secretaries for Administration and Consular Affairs Michele Bond and Joyce Anne Barr, and Ambassador Gentry Smith, director of the Office for Foreign Missions, were sent letters by the White House that their service was no longer required, the sources told CNN.

All four, career officers serving in positions appointed by the President, submitted letters of resignation per tradition at the beginning of a new administration.

The letters from the White House said that their resignations were accepted and they were thanked for their service.

The White House usually asks career officials in such positions to stay on for a few months until their successors are confirmed.

“Any implication that that these four people quit is wrong,” one senior State Department official said. “These people are loyal to the secretary, the President and to the State Department. There is just not any attempt here to dis the President. People are not quitting and running away in disgust. This is the White House cleaning house.”

    Patrick Kennedy is the poster child for the Swamp. He has been involved in a lot of the State Dept. dirty business for 10 years, including Benghazi, ISIS, etc. Should be on trial for attempted bribery of FBI when he attempted to help coverup Hillary e-mail.

      That’s right, he was the one in the middle telling the FBI to excuse some of the emails…they were an accident. Then the accident became too many emails to excuse. I heard that he was labeled the “fixer” and should have been taken to task over the breech as well as Hillary.

      I would have liked an answer to this- Many people, even ones who get benefits through their jobs, now have personal and family deductibles so high that unless someone gets really sick, they never get to use their insurance. Wouldn’t those people be better off with a catastrophic policy? Something that is no longer available?

    I hope they continue the house cleaning at other agencies. Then I hope they promote some of the rank and file instead of a bunch of political appointees. There are good people within the agencies that can be tapped, in fact Ronald Reagan did that. Not all federal employees are partisan hacks there are patriotic white hats in every agency.

    I think a good mix of outsiders with business acumen, combined with promotion of some civil servants familiar with and dedicated to the missions of each agency would be a big win for we the people.

      I once had a dream where I saw a Nazi officer, complete with dueling scar, long black cigarette holder, and monacle, sneering down at a damsel as he twisted her wrist to force her into submission. He didn’t see me, and enraged I charged at him. He turned toward me at the last moment and I slugged him in the gut with all my strength and momentum. He doubled over and fell to the ground as the damsel ran away. As I stood huffing triumphantly over him, he began to shrink, and continued to to so until he was just a little baby in a diaper, gasping for breath, most of the front of his torso covered by an ugly purple bruise from my fist.

    No one in any organization is more valuable than the organization.
    In the entire US there aren’t people than can do this job and do it successfully?
    We know the failures of Kerry’s State Department, certainly we can find people than can fuck up foreign policy as horribly as he did.

So much artiface. I actually feel like I could catch something from madonna or kerry. He has the face of an innocent yet I find myself watching him on stage.
