It is very long and involved story so I will give you the short version. They were facing being sued for having all lanes as HOV so they went with a toll for all those who will not buy a smart car 🚗 or Prius and stuff four people inside. Th y do not want non conformists to use the road so the tolls are beyond bizarre.
The really sad part is if anyone is from out of town they will be fined out of the solar system and stupid google maps among others still sends people to two hospitals and other major locations via I-66 and do not tell them they better make sure not to drive solo.

You could try for an implied contract but what would be the consideration? Voting for Democrats? Detrimental reliance because they effectively turned themselves in?
When dealing with the government, you always have to be aware of the limitation of their authority. There’s law out there that says even an actual contract in certain matters can’t bind a successor in office.
There are two issues:
1. Is DACA constitutional?
2. Is the EO of one POTUS binding/unmodifiable on the next?
Imagine what Trump could do with that as a precedent.
I love how Dems manage to find the lose-lose of most policy problems. It is almost as if they were really, really stupid and have no concept of cause and effect.

He is a private citizen is he not? Why would this be any of their f’ing business? Lot of lawyers have “go away you lying nuisance” funds.
The amount of fraud is being tallied up. It is astronomical. Then the amount of food stamp dollars spent on “convenience” or already prepared food which is being paid for by taxpayers who have to prepare their own food, children who are food stamp recepients who also have to be fed at schools, government programs for after school and summer programs which is duplicate to what is already paid for by taxpayers, food banks (donations are tax deductable thus taxpayers subsidize) giving food to food stamp recipients who use the food stamps for other purchases or cannot manage their food purchases, etc. Like you said the Dems walk right into it and the public is going to get educated on who, what, when and where it is abused or outright fraud.
